Municipal Development Plan
Each municipality in Alberta is required to adopt a Municipal Development Plan (MDP) under section 632 of the Municipal Government Act. The City’s Municipal Development Plan Bylaw 2074-24 was approved in November 2024.
A Municipal Development Plan provides a high-level vision and policies for how a municipality will develop over time. It addresses topics such as land use, infrastructure, transportation, parks and open space, natural environment, economic development, and more.
Plans, bylaws, and other decisions at levels below the Municipal Development Plan must all be consistent with it. These include Area Structure Plans, the Land Use Bylaw, subdivisions, and development permits. If you are proposing development that is not consistent with the Municipal Development Plan, you will need to apply to amend it. You may also need to apply for a new Area Structure Plan, or amend an Area Structure Plan or the Land Use Bylaw, to proceed with your proposal.
This process can take three to four months, excluding the time required to complete technical studies and public engagement. It can be completed concurrently with any needed amendments to an Area Structure Plan or Land Use Bylaw. Apply for a Municipal Development Plan Amendment
Step 1: Attend a pre-development meeting with Planning & Development
Step 2: Complete all required technical studies and public engagement
The required studies and engagement will be confirmed during the pre-development meeting, as Municipal Development Plan amendments typically also involve new or amended Area Structure Plans. The length of time required for this stage depends on the studies and engagement needed.
Step 3: Complete the application form
Please review the form carefully to ensure you have included all the information and supporting studies needed for the new plan or amendment you are applying for.
Step 4: Submit the application
Applications may be submitted by email to planning@wetaskiwin.ca, by mail, or in person at Wetaskiwin City Hall. Applications submitted by email must be in PDF format. Photos of forms and supporting documents will not be accepted.
Once your application has been received, the City will contact you to identify any outstanding information and arrange for payment. Applications are not considered to be complete until all required information and supporting documents are submitted.
The City will circulate the application to relevant internal departments and external parties. The City planner may request additional information from you based on the circulation comments and will keep you informed of the application status and next steps.
Step 5: Participate in the public hearing
Because Municipal Development Plan amendments are approved by bylaw, they require three readings of City Council. At first reading, the City planner will present your plan or amendment to Council with a recommendation. If Council gives first reading, a public hearing will be scheduled for a Council meeting at a later date. You are encouraged to speak at the public hearing to help Council understand your proposal and why you have requested the plan amendment.
After the public hearing, at the same meeting, Council may give second and third readings of the bylaw. If third reading is given, the amendment is approved and takes effect. If an Area Structure Plan amendment and/or Land Use Bylaw amendment were not approved at the same meeting, they may now be approved. After that, you may then proceed with subdivision, development permits, and building permits.
