Committee of the Whole: For Information & Discussion
Formal Information Requests (FIRs) are submitted by Council Members, answered by Administration, and sent to all Council Members. These FIRs are shared for information as part of Committee of the Whole.
The Council Action Task Summary provides an overview of ongoing and recently completed actions Council directed Administration to complete at previous Council Meetings.
Administration presented the proposed updates to the Procurement (Purchasing) Policy Co-016, which guides the acquisition of goods and services, to Council for their consideration and feedback.
Council policies CO-025 and CO-032 largely overlap, with CO-025 being more comprehensive due to revisions in 2016. Administration asked Council for their feedback on amending CO-025 to ensure a set standard format for development agreements executed by Administration and clarifies situations where Council involvement is required. CO-032 would be rescinded.
Administration brought back the Reserve Policy CO-013, which establishes funds set aside to finance specific expenditures, to Council for feedback as per their request.
This report provided Council with an overview of the impact of the Peace Officer position in the first quarter of a two-year term. The position is 50 per cent dedicated to traffic enforcement and 50 per cent dedicated to bylaw compliance. Overall, the position is on track to exceed the goals outlined in established service levels.
Administration presented the draft of the Long-Term Debt Policy CO-064, which guides the City’s use of debt to finance long-term plans and strategies, to Council for their consideration and feedback.

The City Manager Report is an ongoing monthly opportunity to update Council and the community on City operations and public events. The monthly report now includes a more robust process for reporting on operating and capital projects.
The Council Committee Reports and Attendance Report updates the community on the work that Council does outside of Regular Council Meetings.
The Wetaskiwin and Area Lodge Authority Meeting minutes from May 6, 2026, were provided to Council for their information.
Regular Council Meeting
Council voted to award the 2026 Roundabout Public Art Project “Bountiful” by Ken and Petra Mastel for $50,000 to be funded through the Public Art Reserve. This project aims to enhance a prominent gateway location, contribute to community identity, and provide a lasting cultural asset for residents and visitors.
Council approved first reading of amending Bylaw 2112-26, which would amend the Municipal Development Plan to incorporate the policies and designations proposed in Bylaw 2113-26 Evergreen Area Structure Plan. A public hearing on the amending bylaw will be held on Tuesday, August 11, 2026 at 4 p.m. in Council Chambers.

Council approved the first reading of Bylaw 2113-26 Evergreen Area Structure Plan, which provides policy direction for future land use and development of approximately two quarter sections in the west area of the City, north of the Wetaskiwin Airport. A public hearing will be held on Tuesday, August 11, 2026, at 4 p.m. in Council Chambers.

Council approved all three readings of Bylaw 2110-26, which amends Bylaw 1970-20 Tax Incentives, to enact a graduated tax incentive for multi-family residential development, as is currently in place for commercial and industrial projects. This amendment incentivizes housing projects that would increase the city’s housing capacity.
