Delegations & Staff Reports for Information  

  • RCMP New Community Priorities Plan: Inspector Spaans introduced the RCMP’s new Community Priorities Plan to Council and provided a Q3 2025/26 quarterly statistics update.  

Third-Party Independent Professional Advice Update 

Administration presented a verbal report on options for third-party independent professional advice on governance best practices, communication, and reputation risk management protocols, and workplace safety obligations. Administration investigated a few options, including contacting Municipal Affairs and/or employing a consulting or legal firm to provide governance training.  

Council voted for this item to be brought back to the March 24, 2026, Regular Council Meeting for consideration.  

Bylaw 2104-26 Amending Land Use Bylaw 1804-13 To Create Community Support Service Use  

Following the public hearing, Council approved a motion directing Administration to amend the draft bylaw to remove the Downtown District Overlay, Downtown Commercial, General Commercial, and Urban Services zoning from the districts where the newly defined Community Support Service use would be allowed.  

The bylaw was given second reading, and Council directed Administration to bring the bylaw with the requested amendments to the March 24, 2026, Regular Council Meeting for consideration of third and final reading.  

Residential Incentive Program Expansion 

Council approved the expansion of the Residential Incentive Program, allocating $200,000 from the Stabilization Reserve to encourage the construction of 20 additional homes by December 31, 2027, and approved the disbursement of previously committed funding for housing units currently in progress under the 2025 incentive by extending the original March 31, 2026, deadline to June 30, 2026.  

Safety Codes Fee Policy  

The new Safety Codes Fee Policy provides a framework for the collection of fees associated with provincial Safety Codes permits. A supporting amendment to the Fees and Charges Bylaw includes specific fee amounts that pertain to this policy.  

Council approved both the policy and the bylaw amendment. 

City Manager Contract  

The details of the employment offer for the City Manager were discussed in closed session under Section 20, Disclosure Harmful to Personal Privacy, of the Access to Information Act.  

Council approved a motion to offer and agree to the amended terms of employment for the City Manager.
